l 活動簡介：近年來，氣候變遷帶來的社會與經濟衝擊已遠超過原先預期，促使國際社會加速尋求因應對策。為實現「全民早期預警」（Early Warnings for All, EW4All）目標，亟需仰賴科學技術創新、政策架構與財務投入的跨界合作。人工智慧、衛星與太空技術、數位分身等新興科技的進展，正為氣候挑戰提供全新解方，例如：AI提升預報準確性與可及性，協助低收入國家建立高效氣象系統；衛星觀測能力提升氣候監測頻率與精度；數位分身則以互動式數據模擬洪水、乾旱與土地劣化，強化決策與利害關係人參與。然而，EW4All的推動仍面臨資料缺口、資金不足、技術應用能量不足及治理機制薄弱等挑戰。為因應上述問題，本次2025亞太氣候服務研討會（2025 APCSW）將集結全球專家、決策者與產業領袖，共同交流氣候調適與預警技術經驗，並探討強化公私協作與能力建構的策略，進而加速EW4All在亞洲的落實，開創更深層的國際合作契機。
